The UK and US have agreed to a major commercial pact that will guarantee zero import taxes on British pharmaceutical shipments entering the US market.

Key Provisions of the Pact

As part of the deal, the UK has pledged to boost spending on medicines through the NHS. This pledge ensures that duties on these crucial goods will stay at zero for a duration of the next three years.

This development is in response to previous threats to hike import taxes on branded drug imports, with potential rates floated up to 100%.

"This arrangement with the UK reinforces the global environment for new treatments and brings long-overdue balance to American-British medicine commerce," a release noted.

Commercial Importance

Drugs are one of the the United Kingdom's most significant exports to the US, which is easily the primary market for leading British pharmaceutical firms.

Statistics indicate that in the one-year period leading up to the third quarter, the UK exported drugs valued at billions to the US. This amount accounted for nearly one-fifth of all goods exports in that period.

"This agreement safeguards jobs, boosts investment and facilitates the UK to emerge as a worldwide center for biotech and pharma," a government official commented.

Key British Pledges

The agreement involves several specific changes from the British government:

  • Higher Cost Ceiling: The UK will lift the affordability limit at which it judges new treatments to be too expensive by 25%.
  • Increased NHS Spending: There is a target to raise total public funding on medicines from 0.3 percent of GDP to 0.6% over the following ten-year period.
  • Refund Ceiling: The percentage drug companies must refund to the NHS to stay within budget will be capped at 15%. Last year, refunds exceeded twenty percent.

Broader Context

The pact takes place against a long-running tension between the pharmaceutical industry and the British authorities over medicine costs and regulatory access.

These tensions were heightened by assertions that American consumers were paying significantly more for the equivalent treatments than people in the Britain and the EU.

In recent months, several large manufacturing plans in the UK have been halted or cancelled, while substantial investments have been announced toward American operations.

One official stated that the NHS must invest a greater share on medicines, noting that its expenditure on drugs had shrunk as a share of its total funding over the past decade.
